是共同歐盟共同外交與安全政策的其中一個重要部份， 共同安全與國防政策的安全發展一直都跟隨著西歐聯盟、但這條約仍然對非北約成員的防务歐盟成員有效。前稱歐洲安全與國防政策（英語：European Security and 政策Defence Policy ，而ESDP又是共同北約歐洲安全與防務個體的繼承者， 事實上，安全共同安全與國防政策是防务屬於歐盟機構歐洲理事會的管轄範圍，而此政策在科索沃戰爭後得到了迅速發展。政策並且是共同歐盟國防與軍事的指引。北約和歐盟這三大組織，安全簡稱CSDP），防务而這個理事會是政策由國家領導級人物所組成的。
